Samuel Phillips was a United States Air Force general who served as Director of the Apollo program at NASA from 1964 to 1969, the period spanning the program's most intensive development and its successful Moon landings. He brought to the role the rigorous systems-management techniques he had developed directing the Air Force's Minuteman intercontinental ballistic missile program from 1958 to 1963, introducing standardized documentation, formal design reviews and change-control procedures across Apollo's many contractors, and staffing key program-management positions with more than a hundred Air Force officers experienced in large-scale weapons-system oversight. His hands-on management reviews were credited with helping bring persistent cost overruns and schedule delays on contracts such as the Apollo Command and Service Module and Lunar Module under control in the years leading up to the first crewed lunar landing in 1969. He received two NASA Distinguished Service Medals and the Smithsonian Institution's Langley Gold Medal for his Apollo work, and after leaving NASA went on to command the Air Force's Space and Missile Systems Organization, briefly direct the National Security Agency, and lead the Air Force Systems Command before retiring as a four-star general in 1975.
