This dimension names the agency or company that actually operates and launches a given vehicle, as distinct from who manufactured it. Wikipedia notes that launch vehicles operate "from a launch pad, supported by a launch control center and systems such as vehicle assembly and fueling," all run by the launch operator. Browsing this way groups vehicles flown by the same operator.
