Frank De Winne is a Belgian astronaut and Brigadier General in the Belgian Air Component who serves as head of the European Astronaut Centre in Cologne. He was selected by the European Space Agency in October 1998 and flew two spaceflights, a 2002 mission to the International Space Station as a flight engineer aboard Soyuz TMA-1, and a 2009 mission as commander of ISS Expedition 21 aboard Soyuz TMA-15, which made him the first European Space Agency astronaut to command a space mission. He accumulated about 199 days in space across both missions.
